Lexington Parkway Realignment

TKDA simplified intersection to improve vehicular and pedestrian navi

The southern end of Lexington Parkway in Saint Paul, terminating at Montreal Avenue and West 7th Street to create a five-way intersection, was awkward for vehicles and pedestrians to navigate. TKDA provided concept evaluation, preliminary engineering, public engagement, and final design for Phases 1 and 2 and construction services for Phase 1.

Phase 1 of this project simplified the intersection by re-routing the final stretch of the parkway to align with Elway Street. The existing Elway Street was reconstructed along the southwest edge of Highland Nursery. A new one-way city street was constructed between Elway Street and Albion Avenue south of the nursery. The existing intersection of Montreal Avenue and West 7th Street was revised, including modifying the traffic signal, and a new signal was added at the new Lexington Parkway intersection with West 7th Street. Other improvements included storm sewer, stormwater treatment, concrete sidewalks, trail, landscaping and trees, street lighting, water main and services, sanitary sewer services, traffic signing, and pavement marking. Phase 2 included extending Lexington Parkway to Montreal Avenue, implementing a mini roundabout at Montreal Avenue, and reconstructing Elway Street with a narrowed roadway with trails on both sides.
